Satin paint problem

I have a 07 Viper and on the back of the neck just above the body is this cloudy grey streak. I wiped it down and it wont go away is this normal or could it be faulty paint. I know its gonna get a glossy look in time but it dont look glossy.

I also have a M-50 and it looks glossy but i could tell right away when i got the Viper its not the same quality paint but i figured it would gloss up the same.

I just took some pics but i cant get close enough either by getting close or by zoom without it looking like shit and you cant see the spot. Im gonna have to try in the morning with natural light to see if it helps
