does anyone have any experience with hartke bass cabinets there pretty cheap and the bass player for BLS uses them

For bass I think they are good, I had a guitar cab w/ celestions and it's not the greatest.

The lower end Hartke cabs with paper cones (VX) are flubby, definitionless crap. The transporter series (alum cones) are not much better and their handling capacity, in my auditions, was pretty limited. The XL and Professional series cabs are voiced pretty brightly, but to my ears sound pretty nice for the money. Not sure about the new HyDrive stuff...but it looks promising.

Overall the higher end Hartke stuff is a nice compromise between performance and price. Very "clean" and musical in it's tone. I have a Hartke rig (4200 pro series cab HA3500 head) which I use a Sansamp Bass Driver to add a touch of tubey grit...fairly happy with it for the dollars invested.

I'd suggest you try the cab with the head you would use before you buy. My experience with different heads through the 4200 varied widely.
